Is it possible for a lunar eclipse to occur before sunset

I am thinking of a partial lunar eclipse where the Sun has not set yet but all three celestial objects are at such an angle that the Earth can cast some of its shadow on the Moon. Is such a scenario possible? How common is it?

How much longer is this (July 27th 2018) lunar eclipse than others?

According to the BBC the lunar eclipse on July 27th/28th 2018 is the "longest this century". Longest isn't a very good way of describing things, since it's a relative measure without reference to actual numbers, and implies it's somehow longer in…
