Why don't horizontal stabilizers have winglets?

Winglets are used to reduce induced drag on the main wings of an aircraft as per explanations on wikipedia. Since they are very effective I was wondering why they are not installed also on horizontal stabilizers. For sure there must be some sort of…

How does the airflow around winglets reduce drag?

I am familiar with the basic aerodynamics of wingtip vortex generation and I know that winglets reduce drag by reducing wingtip vortex generation. I have never seen any illustration of exactly how winglets interact with wingtip vortices to do this.…
