How to add a background image into blender?

I'm new to blender and im trying to put an image into blender. These are the steps I'm taking:

shift A to add an image in
N to bring the properties panel
enable background image
than chose the image I want

is there a step I'm missing? I've seen multiple questions on this but I just can't work them out I am in in orthographic view but the image doesn't show up. I want to use it so that I can make a rig and compare it

That's what you do to add a background image, which is only visible in the view port, in orthographic view (axis aligned). – someonewithpc Sep 10 '14 at 12:56
What are you trying to do with the image once you get it into blender? (e.g. edit it, apply it as a texture, trace over it) – John Burrill Sep 10 '14 at 13:01

Do you want your final render to appear in front of a background image? In this case, you can use the compositor. – ajwood Sep 10 '14 at 15:53
Make sure you are also in a view aligned to an axis (e.g. numpad 1) – gandalf3 Sep 11 '14 at 19:05
