disk2vhd from System Internals may be what you are looking for.
Disk2vhd is a utility that creates VHD (Virtual Hard Disk - Microsoft's Virtual Machine disk format) versions of physical disks for use in Microsoft Virtual PC or Microsoft Hyper-V virtual machines (VMs).

or windows as in the OS family? you can have windows inside vmware hypervisor if you like. no big deal.

Another solution is Paragon Backup & Restore (free) and Acronis.
Both have VM creation, but the MS System Internals all work quite well, and 2 of the 3 are free!
