I have no idea how to build the following tcolorbox. Any suggestion will be very helpfull.

Yes, I tried to modify that very useful suggestion for that tcolorbox, but I don't know how to include top and bottom line as in this new one. – nbach Mar 17 '20 at 01:39

Conceptually this is the same as an earlier answer by Ignasi, but of course a few keys different and also using \newtcolorbox. It also uses a trick from here to get a nice dotted line. EDIT: Added the changes suggested by Ignasi.
