With \setcounter{secnumdepth}{0}, all subsections already are unnumbered. (If you want numbered sections but unnumbered subsections, you can use \setcounter{secnumdepth}{1}.)
To include the subsections in the table of contents, use \setcounter{tocdepth}{2}.
