Change scope of hypertarget in citation call-out

Question

The issue is that when I load the hyperref package in my LaTeX document, not the entire citation call-out is colored; specifically, only the publication year is colored, while the authors' names and any surrounding parentheses are not colored -- and not included in the hypertarget. Is there any way to change this so that the entire citation call-out is colored and becomes a hypertarget? Then in my document I could use \citet{} and \citeauthor{} to create citation call-outs that function as hypertargets the corresponding entries in the bibliography.
