I am using natbib and BibTex for my bibliography. I customised my bibliography design to unsrtdin-abbrv, to implement my citations after the order, they are in the text and abbreviate the authors. Now I have the problem, that sometimes I cite Books, that do not have individual authors named, but are written by commissions and are also abbreviated in the text. I would like them to be written out. Can anybody help me?

The output is:

And I want it written as:
[2] European Commission and Directorate--General for Energy: EU energy in figures : statistical pocketbook 2020. Publications Office, 2020. http://dx.doi.org/doi/10.2833/75283.
But the other citations should still be abbreviated...
