Does anyone know why the second paragraph is not indenting correctly?

That is not how you end a paragraph. \\ ends the line. See this for more help: https://www.overleaf.com/learn/latex/Paragraphs_and_new_lines

So \\ is not used to start a paragraph with indentation. It is simply newline character.

Just enter an empty line to start a paragraph with an indentation.

You also have the options to use \smallskip, \medskip, and \bigskip. Do not forget to add a free line after them.
