Wikipedia defines frame rate as

the frequency (rate) at which consecutive images (frames) are captured or displayed.

Frame rate is a property of animations in Blender. It defaults to 24 frames per second (fps) and can be changed in the Properties Editor's Output Properties tab, in the Dimensions Panel:

Different media expect different frame rates and the minimum frame rate that will give the impression of motion is 12 fps; although double that rate is common.
